a) Organising coordination of all the administrative divisions of the province in order to respond to accidents or incidents posing a threat to human lives and health, or endangering their personal property. Moreover, reacting to ecological disasters and national safety emergencies, protection of the public rights, enforcement of law and order. Furthermore, preventing natural disasters and similar emergency situations, as well as eliminating their devastating impact on the basis of established procedures.

b) Cooperating with departments of Public Safety responsible for law enforcement and fire-fighting, as well as with organisations responsible for environment monitoring of the environment.

c) Effective regulation of the province emergency management agencies' structures.

d) Mutual cooperation with governmental organisations, non- government organisations and other institutions in order to prepare proper ground for providing and receiving international and humanitarian aid.

e) Providing 24- hour monitoring and operating service for the voivode and the voivodship.

f) Supervising the process of creating civil defence units.

g) Successful administration of logistical safeguard for civil defence manoeuvres.

h) Developing the plans for organisation of the defence, health protection and the ability to respond in case of war.

i) Preparedness to supervise rescue operations and warfare in case of war.

j) Providing accurate and rapid help to allied military forces and other organisations moving across or located in the area of Warmia and Mazury province during periods of peace, crisis or war /HNS/.
